I use FlashDevelop in all the AS2 coding I do at work, its a great application, getting better with every release. One thing that is missing is a interactive debugger, but with today's release it does appear that is getting nearer.
In the latest release (version 3.1.0) you can now develop in Flex 3 and 4. There is no design view or as many plugins as Flash Builder/Flex Builder, but now that it is possible to set up both profiling and the debugger in FlashDevelop. It is possible to do completely free Flex development.
